I agree they had enough time to alert someone that something was wrong.

Now the question is.......If no contact could be made with the cockpit, would you assume a terrorist attack and would you authorize a shoot down of the planes with civilians on them?

This would be a very difficult decision for the President even if given a sufficient amount of time.
