As I see it, after all items 1 through 6 are realized with this final issue 7 the panel makes its determination.

Very close to the dates of the civil case. They have over 100 days to make a determination in front of the civil trial.

There doesn't seem. to me anyway, a reason to stay the civil procedures.

But, for whatever reason, they filed 600 pages ...
