IMO, there was no overly large back log of reexam @ that time, and DM most likely did'nt even consider that to be a problem. There should be no problem with the application, other than the examiner not following up with closure. The ball was truly in the examiners court.... approve, or not approve.... is what it came down to.

And that is not DM's fault.
