I'm not either, and that is my point. I'm counting cases.. not defendants and I think that is where the confusion lies in our dialog.

As for number of defendants...

For sure. The only way they can prosecute them, is by naming them as a party to a case. One can dig them out by simply reading the complaint , if they are not in the complaint filing, they're not a party to the case.
