Small Public Company Leadership Council and Microcap Company Political Action Committee Join Forces for Advocating Regulatory Reforms

WASHINGTON--(BUSINESS WIRE)--June 30, 2005--The National Small Public Company Leadership Council and the Microcap Company Political Action Committee (MCPAC) are uniting as educational and political action forces, respectively, and are relocating their combined headquarters to West Palm Beach, Fla. from Washington, D.C., announced Frank Speight, Chairman of MCPAC, who is also taking on full Chairmanship of the Leadership Council. Jack Wynn, Founder and Co-Chairman of the Leadership Council, is retiring his position but continues as the Washington-based Operations Manager for both groups.

``The Leadership Council and MCPAC are joining forces in their leadership roles on issues impacting small emerging growth companies,`` said Speight. Those issues include changing the high cost of compliance with the Sarbanes-Oxley Act of 2002 and reforming outmoded securities laws like the Securities and Exchange Commission`s Rule 504 Exemption to help entrepreneurial public companies, or so-called ``microcaps,`` have access to capital.

As the proactive political arm of the industry, formed in spring 2005, ``MCPAC will continue to fight as an advocacy organization that pools the financial resources of the nation`s 5,000 microcap public companies in support of members of Congress who can help the average small entrepreneur survive in a world of high taxes and over regulation,`` explained Speight. Microcaps have market capitalizations of less than $250 million. ``MCPAC also financially supports those members of Congress who step forward and back microcap regulation reform changes,`` said Speight, who also serves as Founder, Chairman and CEO of American Capital Partners Limited Inc. (APRJ), a registered Business Development Company based in West Palm Beach, Fla.

The National Small Public Company Leadership Council, which was formed in 2000 and was originally developed during Steve Forbes` presidential campaign that year, seeks to educate and inform the White House, U.S. Congress, federal agencies, industry trade groups and political organizations based in Washington about the economic contributions of the nation`s entrepreneurial public companies.

``The Leadership Council serves as a policy think tank that will continue to sponsor high profile legislative and regulatory conferences in Washington, now jointly with MCPAC,`` said Speight. Past participants at the Leadership Council`s industry conferences have included Jack Kemp, former Congressman J.C. Watts, Congressman Rick Renzi (R-Ariz.), Congresswoman Sue Kelly (R-NY), and Steve Moore, former President of Club for Growth and currently a columnist with The Wall Street Journal. Members of the Leadership Council also have testified before Congressional Committees on various industry issues.

``Looking ahead, the Leadership Council and MCPAC will jointly sponsor the first Annual Microcap Legislative and Regulatory Conference at the National Press Club in Fall of 2005,`` said Speight. Details of the meeting will be announced soon.
