Any one the parties agree to; and if they don't, anyone the Court appoints...
Courts appoint "special Masters" all the time...
Usually, it is someone with expertese relating to the issues at controversay plus a knowledge of the lagal system...
They are appointed to do the "Housekeeping", "Sort out the problems", and make their recommendation to the Court on technical issues that are outside the Court's expertese...
In this case it would be someone like Nannuly, who has knowledge of the "Field", and also has some background, (like a Masters degree from a "special Masters School"), and has functioned as a "Special Master" in the Courts before...
