Whether or not it's a law, I recall RP stating DM's strategy was to file first and ask questions later for a myriad of reasons, but who cares, just so that they keep on keepin' on with the settlement stream...which means everything to a reporting company.

19 is the equivalent of having a backlog of sales orders for a year or two....not too many companies making claims like that in this economy.

A second filing now would be incredible after they just ramped up to 19 from 7.

If they can further demonstrate the ability to increase revenues and profits with brand name companies based on their flash patent portfolio, they will be able to attract the kind of attention that has been lacking.
