Are the MMs regulated by SEC?. What is the address to write to if you have a question regarding "Manipulation" of otc stock by MMs?...

I really would like to find out why my order to but several thousand shares at $.185 remains unfilled, while there are shares sold (200) at $.17 to drop the bid to $.17. Is this legal?, or outright "Manipulation"...
