You listed all the negative factors that are affecting the price. The Cliff's sale is another one, with an already weak market, we have been unable to recover from that stupidity.
There is a chance that even the 'as expected' outstanding PEA won't raise the awareness enough to even take out previous highs - it is a possibility. If that is the case then it will be a buy-in or buy out.

A part of me just wants to see a Halt and a $15+ buyout just to see the market's reaction and all those folks looking around stunned - how did we miss that? look on their faces. But that is not very nice to think that.
