The Libyan public budget for 2009 amounted to about 49.17 billion dinars distributed on 4 chapters as follows:
- 1st chapter: salaries, wages and allowances LD. 8,978,470,000
- 2nd chapter: general operational expenses LD. 4,778,880,000
- 3rd chapter: development program projects LD. 21,500,000,000
- 4th chapter: other expenses LD. 13,915,293,000

Revenues: 1. Oil income LD. 32,398,880,000 2. Sovereign and local income LD. 8,978,470,000 3. Amounts transferred from 3rd chapter's assignments of 2008 public budget LD. 6,182,210,000 4.
