My understanding is that the proposed agreement is not exclusive, just like the first GIS agreement was not. This is a Chinese businessman that has secured 50% financial backing from his local government and hopes to create many jobs for the local economy and has already secured the manufacturing facility. First the full agreement needs to get signed in Sept. Then it will take at least six months to get a line set up in the facility and the workers over there trained, probably longer. Possibly GIS will feel as though they missed out and will also come on board?
