Only about 2 million are being offered from the company and factor into the dilution, the way I read it. the other million shares are coming from private shareholders looking to take some money off the table.

You have to wonder why now, before the good news hits? I am guessing the private investors wanted their positions liquid so they can participate in any future price appreciation, if they choose to buy back in to some degree. Also, they cannot be accused of bailing out due to any hype associated with any news...insider trading etc.... Or maybe they just needed the money and saw this as an opportunity to sell into strength.

All I can say is that this will pass and does not amount to anything really negative. In fact, the company will be that much more solvent going forward and new contracts and partnerships still remain forward looking.

Shareholders are definitely due some details on new business developments.
