Famar; Combine the Quebecor release you posted with Key Event item 13 from the AGM Presentation and I think you are right, things could be heating up. This could also line up with the March 9th date. Interesting .....

13. Industry Canada is expected to release within the next week
the final AWS Auction rules including Mandatory Roaming and
Antenna Tower and Site Sharing
