What comes to mind is something I remember from Skeleg's Pro-Tyhee Report.

There, it was noted that Webb suggested that the degree to which the governmental authorities accept Tyhee's plan, is significantly fostered by it being an essentially home-grown operation.

Any consideration of a takeover might be thwarted by the fear of less cooperation and alacrity by the permit granting officials.

But, its my guess that those fears will be history once the permits are delivered.
