Hub Leaders (there are a few of us) have the option to "manage violations" (a separate menu at left) when a violation is flagged. I think flagged messages violations posted by other members with rank (like President, VP, etc) cannot be removed by hub leaders but must be dealt with by Agoracom admin. I am also not exactly sure on these details, as I think they have changed some as Agoracom has evolved.
