Decided to do some digging....I went to this site:
https://pubcoceo.com/2019/01/09/58-companies-uplist-from-the-otc-to-nasdaq-nyse-in-2018/
It has the 58 companies that uplisted either to the Nasdaq or NYSE from the OTC in 2018. 58 is too many so I went with the most recent, those that uplisted in th month of December. I wanted to see if they announced their application first. Here's what I'm finding.
-The first company Wrap Technolgies announced their application on Oct 31st 2018, interestingly it was announced it tandem with news on completion of a share offering:
-Next up is DiaMedica, they also announced their application...on November 12th 2018:
https://www.diamedica.com/news/detail/1559/
-The case of Enochian BioSciences is interesting, they announced their application in February of 2018, and didn't start trading on the Naz until December 10th 2018.

-The Alkaline Water Compay also PR'd their application to the Nasdaq, the application was announced Oct 1 2018 and the company started trading on the Naz December 10th 2018:
-Lastly there's Datasea, which doesn't appear to be trading any longer.....so there's nothing to check on that one. Wait, I found Oct 16, 2018 news of their plans to list on the Nasdaq:
So that's 5 companies that uplisted to the Nasdaq in December 2018, and all 5 announced their application/intention to list ahead of time. For me that lends evidence to my opinion that making an application to list on the Naz....that it constitutes a material event that mandates disclosure.
Perhaps like with Wrap we could see news this week of both the results of the share offering, and about a listing application....it would be nice.
