Fair comments SF......the reason I see "potential" for movement, its based on things I'm betting most of have seen experienced.
I think pretty much everyone has seen a stock make a big move (either up or down) with nothing driving it that can be seen....and then shortly after the news hits. A good broad based example here in Canada would be Income Trusts. Back in 2006 the Harper government imposed taxes on them for the first time, breaking a campaign pledge not to do so.
Hours before the announcement was made trading in income trusts spiked....suggesting some knew about the tax status change beforehand and were able to bail out before the news hit....when the news did come out their vaules plummetted.
If there is some resolution coming, something that's not negative...i don't think its unreasonable to expect that some would know of it beforehand....and while it might not be kosher I think its something that happens all the time. As it says in a Bob Dylan song:
