Without fracing, you don't get a study...the idea of the study is for the industry to prove that they can frac safely without contamination, which is great...I got no problem with that at all. What I haven't seen is a lot of journalist bashing over the past months haven't written anything on the issue yet.

Hard to believe Charest just weeks ago talking of building wealth via natural resources would stop the industry dead in it's tracks. Also, recently said no moratorium as we still need to explore and royalty regime is being put together. Also this will be, as the BAPE said, a good time using the study for the government to put together regulations.

These recommendations are just that, put they have to be able to continue exploring a resource and see if it's viable...and the government wants that. From what I am hearing from hardcore environmentalists, is that this is a smoke screen and they aren't happy with the report.

You have to have fracing to have a study take place. Second, you have to also define a resource, as the industry is the one taking the risk spending money. The government hasn't said anything yet, so I want to hear there take.
