Governments need to start passing legistlation where the only steel that will be purchased and used for any new infrastructure spending must be green. No subsidies these companies have enough money, and if they don't have the money they will just have to raise it in the markets, if they refuse then no steel is purchased. 

Look at the oil industry that got so much government money during pandemic, bragging about record profits, it's time they paid this money back to the government.
