I don't really have an answer but I won't let that stop me from commenting -

PEM has been very quiet on Chrome Mountain, especially after it was held up in such high regard by the company a year ago. I assumed that was because they had diverted all of their attention to Idaho and the OSZ.

What you appear to propose is that they are looking to sell or JV Chrome Mountain rather then develop it on their own. Given the work that needs to be done to "rehab" the share price of PEM, focusing on the OSZ may be the wisest way to go.
