While the ranking is a testament to Singapore’s effective governance, it is subjective to the indicators used in the index. Therefore, it is difficult to say if Singapore has the best government of our time. However, Singapore’s government has been widely recognized for its efficiency, transparency, and effectiveness in delivering public services

 

This all sounds good, for a representative democracy, at least on the surface.  I don't think there is much question when a comparison is made between the system in China and that in Singapore for the subject of which location would have less opportunity for unexpected adverse vicissitudes affecting a JV with POET being one of the particpants, but there is no perfect location and so a Singapore location would not be without its problems.  On the other hand "perfection" is not a practical goal.  Looks good, so far, FJ.
