Closely following what has occurred over the past 5 months, it seems clear to me that they expected revenue sooner. This would have increased the sp, at which point they raise some money to accelerate the business.  They experienced delays.  It's common.  
So they're raising a small amount of money to bridge them to production, revenue, and progress required to make our investments pay off.
