This is just pure speculation. Of course the underwriter buy all shares, thats how it works. Nothing spectacular here! BUT Maxim needs to find those investors. Do you really think they will risk 10M without any investors? Answer is NO. They are just the middle man. Prospectus is clear: we need at least 12 months of cash to complete this financing. 2M not enough! 1M shares yesterday changed hands. Most traders. Assume 500k were investors willing to buy this financing, this is only 1-2M.... far from the goal. I would like to see Management going out and say, we will cut our salaries until we finance this company. 

also why nobodys is talking about Kevin Barnes? This is the guy 9 months ago that said we have plenty of solutions to finance the company like options? 20M if i recall... misleading? He is in charge of financing the company like he said
