That is warped logic. I think you must be aware of the reason's POET is building modules for advanced optical engines. If not I would suggest you contact Suresh to gain that understanding.
First, the vast majority of module makers are in China and are limited by the use of wire bonding. POET's advanced optical engines use TSV’s thus the plan is China plus1 where advanced optical engines are built outside of China with TSV's and without the need for wire bonding.
You see this as a pivot? The reality is that this is the evolution of the Optical Interposer platform.
