For the TELCO, i.e the LR4 optical engine, my bet would be that the client in Europe would be Nokia. Why ou ask? probably because they also use to have ties to Silterra.

The big thing and (even if many western investors may not like it) is that we could end-up being a major actor in that initiated effort from Huawei to become domestically self-sufficient when it comes to sourcing their high-tech photonics transceivers.

Anyhow, this is just speculation.
