Not  sure what youu mean by this  copacker: The 91 billion is the total market from inception to end users. 

The article is specific: Artificial Intelligence Chip Market Outlook - 2025

In the case of the transceiver POET's optical engine represents the majority of the cost and it is a multichip module that integrates all chiplets photonics and electronics to combine into a chip scale package. Does it do the same for AI? It could be applied in a number of ways as it is applicable to massively parallel integration. 

Bottom line is that POET represents a unique platform approach that does not otherwise exist. So the value cannot be quantified because it integrates to a level required to achieve the lowest power consumption and high density. 

So let's consider that it only represents 5% of the AI chip market. That is +$4billion in 2025.

To use $250 million as a target penetration into a $91 billion AI chip market seems to be nothing more than a place holder.
