OC, just for clarity, Bill Ring is NOT the "creator" of the dielectric waveguide comcept. That honour goes to Mirek Florjanczyk, another crazy Canuck, a microelectronics engineer and the actual founder of BB Photonics. Initially, he developed photodiodes to use as waveguides on a platform in concert with wavelength de-multiplexers. He was also working with a another microelectric engineer named Bob Musk in Wales. Bill came in as the fixer with the large Rolodex, that included Ajit Monacha.

Last time we spoke, he (Mirek) was still involved with Millview Photonics.

If Bill has left POET, the reason is most likely as GTR has suggested, itchy feet and a sense of no longer contributed in a way that was meaningful to him. Just because they call you Senior Vice President, doesn't mean your happy with your lot.
