Poet Technologies, a wholly owned subsidiary of Apple, Inc.

They have the cash to do it. They possibly have already figured out that this disruptive IP has 30 years of value in front of it (current, and yet-to-be designs).

The world needs it, yes? Should not matter who controls it (North America) as long as it is used as a revenue generator like Poet intends, and not a weapon to extinguish competitors by withholding.

Huge money right out of the gate for the Poet shareholders.

Apple holds the envious toll position where they control the IP, and generate revenue from it, while at the same time, the world has access. That is critical so that there is no antitrust case from the Dept. of Justice (monopoly).

Anyway, just a couple of thoughts
