As succinct and informative as your answer is, it does not resolve the issue that I have, which is must every IC have a Ring Oscillator. I can see it's usefulness to a third party as a testing tool, but is it an essential for PET and or POET or can IC timing in POET be achieved by other means.

My point being that if the RO was requested by our billion dollar company for testing only it implies to me that It's not normally used by POET IC (no pun intended). Therfore the affect of a delay for the RO Milestone would not affect the technical progress on POET or PET, just on testing its performance. Or am I just being incredibly thick as usual.
