The cost comparison in the CIC presentation was 40nm mask sets vs. 14nm mask sets. ($500,000 for 40nm vs. $10million for 14nm). Judging from the discussion in the presentation and without being a semiconductor process technician, I would assume the mask sets are material agnostic.
