Part of the reason the Matawa FNs (as well as other FNs) are pursuing the FEDS is that some issues involve Nations vs Nation issues. I recall learning this a while back when asking a past contender in the Federal Conservative Leader race.

Possibly Trudeau Libs tacking on IAAC protocol is the way the Feds now need to step up in a bigger way.

I would bet on something being announced between now and July 1st. Maybe April 19th?

A big permanent stepping stone would be nice.
