I disagree.

Wynne never got this much positive attention from the FN. The Ford government may be in discussions with the Federal government to actually get the money in place.

The Ford government may be making sure the provincial money is also there and not a lie from the Wynne government.

Also, Rae said talks haven't happened on the "staff" level. Maybe they don't want to deal with Rae?

And finally, it may be a tactic to make the FN to come to them. Sweat it out a bit; think they might have pushed the agreements for too long and now lost it. Could make for a quicker an easier agreement by the Ford government.
