There is a lot to process in this post and if this provides an insight into the Ontario Government's progress, then on the surface it seems concerning.  They have had plenty of time to get this "right" and as far as I know the environmental assessments, for at least the north-south road, were already completed.  What is the third road/route mentioned?  What is the Ring of Fire Secretariat?

It has felt like the momentum has been gaining since Wynne's announcement, this feels like brakes are being applied.  Please tell me I'm wrong...
