Two roads at once is too much to spend on when they are loathe to spend on even one.
I think one road, which ever, then rail and once tax money starts flowing build additional roads as needed.
And I do not know what you mean by upgrade. Add more gravel on top of the base layer?
I am assuming a usable road for large mine trucks from the start.
