May be so but I feel that once the basic infrastructures, and by default services, are provided the communities nearest the road should be nearly self sufficient and not needing support from federal government.

You have to realize that many people in those communities having had the necessary training would hold mining related jobs and would be paying taxes federal, provincial (yes they should, no more tax breaks) and Local.

From the incomes they should be self reliant and not dependent on governmental suppot.

Of course nothing would happen over night, as with our road and mine, things take a lot of time.
