Who would want to buy South African chromite mines with their electricity and labour problems.
But even if you wanted to do you really think you could buy them for a billion dollars?
Ring's deposits are problematic? That was the intention of having that commentator on that interview.

As for the nickel deposit, he seems not to be aware of its quality.
Granted, the nickel mine time line per Coutts now is 2019-2020, so continually slipping further.

I happen to think that this interview was set up to bring Noront's sp further down.
