I think it was visible to all viewers that the issue was more complex than what could be resolved in this short exchange.

To my mind, however, Coutts should have pointed out that most of the RoF is unexplored as yet -- there is probably much more to come which is well worth investing 2 bn.

But no reason to be upset, the decisions won't be made by the TV audience.
