All back door talks, no transparency howevever this statement does have some clues for us.

The statement is somewhat conflicting. One doesn't get bids before an RFP goes out, one gets them after.

And of course that Noront has been given "permission" to up their permitting is always good news but shows, again, that there are forces that are actively delaying the normal procedures.
