So, there would be two roads (ice roads are fine) for NOT and KWG.

Option 1: The existing ice road from Hyw 808 to Webwequie has already been used. NOT could help by paying for the cost of maintenance (ploughing) which can be done by the local FNs. Only one portion from Webequie Jct to the RoF (cost estimate: ~$14-18M) would need to be built to complete this route from the south to the RoF. NOT and KWG can get together to split the cost.

Option 2: The ice road from Marten Falls to the RoF would complete the other route from the south to the RoF. If I am not mistaken, Marten Falls already has an ice road connection to the south. This new section, presumably, must likely go through KWG Koper Lake claims.

Option 3: Complete the Alternate EW road from Marten Falls to Hyw 808. This ice road would please the Eabametoong FN (who can have the maintenance contract for this portion), and others around the neighbourhood.

Option 4: Wait (and wait) for the governments to get into the act to build the permanent roads and RR, when they are good and ready.

So, it would appear that it would be advantageous to both NOT and KWG to collaborate for mutual development benefits. Chief Moonias would be please to have a maintenance contract to keep the ice road in top shape during the winter.

It's always good to have options!
