an unfortunate delay in establishing signed off programs as time and energy would be spent posturing and promising what they would do in addition to all of the political slamming which would take up most of the time. If they get onside with the budget to get it passed then things can get going perhaps by the Fall. Othwise it could possibly be the New Year before anything happens. Just my speculating without the assistance of a crstal ball.
