During Cliff's recent investor conference, great emphasis was placed on the fact the company is only investing in politically stable countries.
For all the political issues revolving around Ring of Fire - First Nations and lack of infrastructure, which will be eventurally resolved - I think Cliffs and many other international mining companies are starting to see the value of first world countries when you are investing billions of dollars.
And to reinforce this issue, Barrick is in negotiations with a Chinese miner to sell it's high-cost, Tanzanian gold mines that are located in a region of that country that has major social and political issues.
