At face value $20,000 per annum for training does indeed seem steep. But I do recall that when I attended university some 20 years ago, there was an often quoted statistic that tuition fee revenues only covered ~ 18% of the operating expenses of most universities. I don't have a clue what the percentage is these days, but given that the average undergraduate tuition fees for Canada was ~ $5000 in 2010/2011 (http://www.statcan.gc.ca/daily-quotidien/100916/t100916a1-eng.htm), even at 25% , the $20,000 figure seems in line.
