As in all budgets the devil is in the details. A couple of days after the release of the doc, they release the technical document. This one has all the more specific details relating to the categories outlined in the budget release. This is where the $$$$ is outlined for the various issues either revenue or expenses. I agree, it isn't a coincident that ROF wasn't included in the infra-structure category because my guess is it is to be categorized as growth and investment.
