IMO, a developement of this magnitude must be viable on its own,without relying on significant govt. cash infusion ,for infrastructure,etc.

Both Prov.and Feds have substantial deficits and except for the GM/Chrysler bailouts,the days of funding significant projects ,IMO,are over.

IMO,we can expect govts. to support projects ,such as NOT,etc, by other means such as facilitations with FN's , job training, marketing promotions on world stage,etc.,etc.
