we are pretty much in agreement here, Ed, except for a couple of points;
Noront is not seeking permits for, nor does it intend to build, an all weather road. Their proposal encompasses the use of this proposed road, which will be a public road open for normal public use. They have merely committed themselves to contribute 25% of the cost. This public road would extend as far as Webequie Junction. There is no need for a public road beyond that point.
To date CLF has suggested that it would support a north/south route, but have not committed an amount in support of it. In keeping with their preferences, they have also not committed support for an east/west route.
Rail will undoubtedly be necessary, as it is simply not feasible to move the required bulk of chrome ore in any other fashion. Neither company has committed to the rail line. It is being forwarded by Canada Chrome (KWG), and if and when it gets Gov't support and approval, both NOT and CLF will no doubt be called upon for support.
Noront is strides ahead of CLF in this permitting game, but much of the game plans of each depend on the outcome of what the other succeeds at.
