They were fully funded for the plan as stated. Then they found something close enough to do an extra check of drilling. Now they need more money for exoloration so a Flow Through financing to pay for the extra drilling. If nothing found the exploration progam would of been dropped and business of making a mine would continue as planned. Some investors will wait for the official news of course and some will throw a little "belief" money. It seems to me that the infrastructure talking has stepped up it's speed over the last month as people and business all over the area are ramping up to be ready for whatever is coming. I listen to them.
