I look at these as reaching their threshold for entry, NOT having acquired all of the necessary credentials to warrant investment, at what is likely perceived as a very good price for value regardless of a few pennies move up or down. If the latter is true then NOT management has done a good job in bringing this stock to this point and as Wes has been reported to have said, "it will be a good year for NOT".
