The difference between the pipeline and the railroad is building a rail line into the ROF. That last 50k into it is a problem. Cliffs may not be allowed to build a road into there let alone dig a big pit and surface town to support. I think its best to procced without relying on Cliffs grand plan. The rail is better but the pipeline is good enough and with the amounts of ore concentrate that Noront will be transporting a pipeline is cheap and effective. SNC Lavalin know more than us about it.

Noront should get permission quickly compared to the years of fighting for Cliffs.
