It was a transcript. I believe the 'Secretary' of the meeting just flipped the numbers!

Now, what are the odds for being Noront to build the mine. The transcript says:""..the odds are 1 in 10,000 (SIC) that a mine will be developed."

A mine will be developped, OK we get that. But by who?

(I'm sure he meant Noront will mine, but are the odds for this outcome really 10 000:1?)
