It is hard to hire a carpenter to lay brick. Training is being done and if all my years at Diavik showed me is that when the mines get permited then that is when most of the on site training can happen. The jobs will be there and to say there are no jobs now is not looking far enough in the future. FNs will have work, lots and well paid.
